The Impending Sale: Vinnytsiapobutkhim Goes Up for Auction
On August 13, the Ukrainian State Property Fund will host an online auction for the complete ownership of Vinnytsiapobutkhim, a prominent producer of cosmetic and household chemical products. This enterprise, which came under state control in 2024, represents a key target in the nation's privatization agenda.
Financial Details and Historical Context of the Sale
The bidding for Vinnytsiapobutkhim is slated to commence at UAH 301.4 million, which translates to approximately US$7.4 million, exclusive of value-added tax. Interested parties are invited to submit their applications until August 12. Historically, this Vinnytsia-based facility was under the control of Russia's Neva Cosmetics, a company with ties to Russian oligarchs Viktor Kononov and Volodymyr Plesovskyi. Its product lines included well-known brands such as Ushasty Nyan, Sarma, Mr. Chister, Lotus, and Max.
Seizure, Management, and Operational Capacity
The plant's assets were initially confiscated in 2022 and subsequently placed under the jurisdiction of Ukraine’s Asset Recovery and Management Agency (ARMA). In 2024, Krytex-Service LLC, a company affiliated with Ruslan Shostak and Valerii Kiptyk (who also oversee the Ukrainian retail giants Eva and Varus), was appointed to manage the company. The manufacturing site boasts twelve production lines and possesses an impressive monthly output capability of 6,000 to 7,000 tons of detergent.
Terms of Privatization and Revenue Utilization
The privatization agreement mandates specific social and investment commitments from the successful bidder. All proceeds generated from this sale are earmarked for Ukraine’s Fund for Liquidation of the Consequences of Armed Aggression, underscoring the sale’s contribution to national recovery. This strategic divestment aligns with the Ukrainian Cabinet of Ministers' decision in February 2024 to include Vinnytsiapobutkhim among its priority privatization assets.
